If stickies were not allowed, then there wouldn't be a point in having them entirely. The only people that can make a topic into a stickied topic is the Scratch Team themselves, thus if your “source” here was correct - Then they wouldn't've stickied any in the first place.
but there're not [important] and in fact disallowedContrarily, without TOLoRS for example, you can bet a billion dollars that the 1st page would be cluttered with already rejected suggestions and not lose.
Stickies here make something that would be, at times - Tedious to look for, have an actual ease-of-use type of feeling to it, rather than having to scroll through a bunch of unrelated results when for instance forum searches have difficulty with the DB or etc. they rely on.
