The coding blocks can already do just about anything, as displayed by countless projects with advanced code inside of them. While no, coding outside of Scratch does not use blocks, Scratch is a platform made to teach you simpler code so you can move on to more advanced code elsewhere. If the Scratch website is already full of projects that don't feel like they're made with code blocks, why on earth make it more “advanced.”
If you want to learn coding without blocks, there are plenty of other websites or services that can teach you or allow you to use more advanced coding skills. Scratch though, a website made for people being first introduced for coding, doesn't really need that.
