Allows people to have a publicly visible and safe conversation without having random people chime in and make it harder to read and see the replies the comment gets. The implementation would be a drop-down menu under the text box, where you can multi-select from “Everybody, {Project} creator, person whose profile page I'm commenting on, and so on depending on where you are commenting.
