I feel this may put more of a burden on the Scratch Team, especially because some of the other Community Guidelines - such as being friendly, respectful and safe are more intuitive. A new relatively vague rule like this would only put much more work on the Scratch Team, for something that can be avoided entirely by not handing out achievements.
I would also like to add that the community guidelines have been some variation of encouraging people to be ‘friendly, respectful and safe’ since 2013 now, if my memory (and archives) serve me correctly. I do think it is easiest to stick with the status quo, considering the relatively minimal benefits Scratch would see from the additions of an achievement system.
